Letter: Taking liberties

Sir: How can the Government deny the freedom of the individual to choose between the infinitesimal risk of infection and the primal pleasure to be derived from eating beef on the bone, whilst refusing to countenance a ban on cigarettes? Is this a question of excise duty or civil liberty?
