IT HAS recently been pointed out that several of the richest nations belonging to the United Nations Security Council who are in default on their UN dues are the same as those proposing ever more costly new actions by the UN. Why should it not be a qualification for voting in the Security Council or the General Assembly that a nation is fully paid up? This is, after all, the principle on which most societies and clubs operate.
