THE Washington Redskins owner, Jack Kent Cooke, and the governor of Virginia, Douglas Wilder, yesterday dropped plans to move the NFL team to Alexandria. The deal was cancelled after Cooke rejected revisions to an earlier plan to build a stadium at an abandoned railyard in Alexandria, Wilder said.
