HARARE (Reuter) - Malawi's President-for-Life, Hastings Banda, may soon embark on reforms to end one-party politics, prompted by a drop in the turnout of voters in a general election, diplomats said yesterday.

The government said 80 per cent of electors voted in the two- day poll last week. But observers and diplomats reported a turn-out as low as 40 per cent.
