MOSCOW (AP) - President Boris Yeltsin has signed a decree reimposing tight controls on Russia's lucrative, unregulated alcoholic drinks businesses, the Itar-Tass news agency reported. The decree would require the licensing of sellers and producers, set standards of quality for domestic and imported spirits, and establish controls over advertising. The order was aimed at peddlers who sell beer, wine and liquor from pavement kiosks.
