SWEEPING plans for more democracy in Hong Kong were announced yesterday by Chris Patten, the new Governor. In what China called 'an extremely irresponsible and imprudent act', Mr Patten has found ways to give most of the colony's adult population a vote for nearly half the seats in the Legislative Council at the next election in 1995.
